I would

1. Rough up the surfaces with maybe 320 or 400 grit paper. Just rough it up, no need to sand alot.
2. CLEAN it REALlY REALLY good. Take some soapy water, and wash them. then let them air dry or blow them with a air hose!
3. spray them with a good quality primer. I think dupicolor is the best "spray" paint ive used. Do a couple coats, and it should be nice looking when it drys.
4. Spray them with (imo) Caliper paint by dupicolor. You can get it at almost any auto store. First coat a mist. Let it set for maybe 5 minutes and hit it with a decent coat. Let it flash for about 10 minutes and hit it again. i would put on atleast 3 coats, 4 wouldnt hurt!!!

As far as clear??? You can put some on, and itll help protect it, but you need to let the black base totally dry before you start adding clear!
